J-51 Owners: File for an HPD
“Dismissal Request” and Receive a Reduced Rate

Keeping your building up to Code is an important part of owning or managing a building. HPD is encouraging owners of buildings that receive J-51 benefits to file for a “Dismissal Request” to ensure that HPD’s record of violations for your building reflects its actual condition. If you have corrected Code violations, you can request an inspection from HPD for the purpose of having those violations removed from HPD’s records.


To file for a Dismissal Request the following conditions must be met:

  • A current and valid multiple dwelling registration for the premises
  • No unpaid emergency repair charges for repairs performed by or on behalf of the Department
    No pending litigation or judgments by HPD against either the premises or the owner.


If you file a “Dismissal Request” form between May 1st and September 1st, 2008, HPD will conduct the inspection for a $300 fee. If you do not receive J-51 benefits, you may be charged up to $500.
